REGULATORY FRAMEWORK

On December 20, 2013, a Decree was published, creating the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (ASEA) with powers to regulate and supervise the activities of the Hydrocarbons Sector in matters of Industrial and Operational Safety as well as Environment Protection (SISOPA)
 
On August 11, 2014, the Law of the ASEA was published, which establishes the obligations on SISOPA, among which is to have an Administration System that considers the entire life cycle of the company’s facilities.
 
On May 13, 2016, it was issued the Guidelines for the conformation, implementation and authorization of the Industrial & Operational Safety and Environment Protection System (SEMS) applicable to the activities of the Hydrocarbons Sector.
 
This provision demands companies must have an Administration System with the purpose of preventing, controlling and improving the performance of their installation or set of them, in terms of SISOPA and have the Authorization for Implementation of the Administration System under his charge, prior to the start of any activity.
 
The importance of effective quality, health, environment and safety procurement in the oil and gas industry is highlighted by extensively reported examples of major process safety incidents, including the 2015, Pemex Abkatun Oil Rig explosion and fire in Campeche, the 2010 Deepwater Horizon oil rig explosion in the Gulf of Mexico, the Buncefield oil storage depot explosion (2005), the 1988 Piper Alpha oil platform explosion (both occurring in the UK) and the Gas Plant explosion at Longford, Australia in 1998.

We can design and make the implementation of SEMS with the application of the Hydrocarbons Law, its Regulations, the Federal Law on Metrology and Standardization, the Internal Regulation of the ASEA, General Law of Ecological Balance and Protection of the Environment, as well as general administrative provisions issued by the Agency which are applicable.
We provide technical advice to the Companies in the development of the implementation of the SEMS, prior to the beginning of any activity of the construction stage and later as stipulated in the guidelines of the ASEA. (Chapter III)
Development of the SEMS Implementation Program with action plans for each of the elements of its System, with time and people in charge, including the requirements established in Annexes I and III of the guidelines and in article 13 of the Law. A maximum period of 2 years for its execution.
